Specification for hygienic evaluation of central air conditioning and ventilation system in public places

1 General

this specification is formulated to cooperate with the implementation of the hygienic management measures for central air conditioning and ventilation system in public places, prevent the spread of airborne diseases in public places and standardize the hygienic evaluation of central air conditioning and ventilation system in public places

2 Scope

this specification specifies the hygienic evaluation of the prevention of airborne diseases of the central air conditioning and ventilation system in new, reconstructed, expanded and put into operation in public places (hereinafter referred to as the central air conditioning and ventilation system)

this specification is applicable to the central air conditioning and ventilation system used in public places, which can be referred to in other places

3 terms and definitions

3.1 preventive hygienic evaluation of central air conditioning and ventilation system

evaluation of the prevention of airborne diseases in the design and completion acceptance of new, reconstructed and expanded central air conditioning and ventilation system according to national regulations, rules, health standards and health norms

3.2 regular hygienic evaluation of central air conditioning and ventilation system

evaluation of the health status of the central air conditioning and ventilation system put into operation to prevent airborne diseases according to national regulations, rules, health standards and health norms

4 preventive hygienic evaluation of central air conditioning and ventilation system

4.1 evaluation objective

to prevent and control the possible health hazard factors of central air conditioning and ventilation system

4.2 evaluation basis

(1) national laws, regulations, rules, standards and norms, mainly including:

A. law of the people's Republic of China on the prevention and control of infectious diseases

B. regulations on the administration of sanitation in public places

C. hygienic management measures for central air conditioning and ventilation system in public places

D. hygienic code for central air conditioning and ventilation system in public places

code for centralized ventilation system in public places

F. hygienic standards for public places (GB 9663 ~ 9673, GB 16153)

(2) technical data provided by the construction unit or public place operator, mainly including:

A. approval documents of the construction project

B. general information of construction project

C. design data and design description of central air conditioning and ventilation system

(3) other relevant documents and materials

4.3 evaluation contents and methods

4.3.1 design evaluation

4.3.1.1 basic situation analysis

analyze the basic situation of the technical data provided, mainly including:

(1) construction project location, total investment, plane layout and building area

(2) purpose of construction project and number of people served

(3) air conditioning type, air flow form and system design parameters

(4) type and location of cooling tower

(5) type, purpose and installation position of air purification and disinfection device

4.3.1.2 on site investigation

on the basis of basic situation analysis, It mainly includes:

(1) the current situation of the surrounding environment and "3D printing is a new technical hazard monitoring;

(2) the current situation of buildings and their own pollution.

4.3.1.3 evaluation

evaluate the design data of the central air conditioning and ventilation system in combination with the basic situation analysis and on-site investigation results, mainly including:

(1) design parameters such as temperature, relative humidity, noise and fresh air volume;

(2) Machine room, air duct, cooling tower, air purification and disinfection device, device for emergency closing return air, device for controlling regional operation of central air conditioning and ventilation system, openable and closable window for cleaning and disinfection and other equipment and facilities

(3) fresh air, exhaust air, supply and return air and other ventilation systems

(4) air conditioning water system, operating conditions, air distribution, air conditioning pipe materials, thermal insulation materials and other relevant aspects

4.3.2 completion acceptance evaluation

4.3.2.1 on site investigation

the main contents include:

(1) health status of central air conditioning and ventilation system

(2) equipment setting and layout of central air conditioning and ventilation system

(3) safety of air purification and disinfection device

A. sampling principle of central air conditioning and ventilation system (unit):

systems of the same type, the sampling proportion of less than 30 sets is 20 ~ 30, which is widely used, and the sampling proportion of more than 30 sets is 10 ~ 20%

for systems of different types, at least one set shall be selected for each type

B. sampling quantity principle of each system:

cooling water: no less than 1 cooling tower

condensed water: no less than 1 condensed part

fresh air: at least one part of each air inlet pipe

air supply outlet: 5 ~ 10% of the total number of air outlets, and no less than 5

air duct: at least 3 ~ 5 representative sections shall be selected in the main air duct (such as supply air duct, return air duct and fresh air duct)

(2) detection indicators and methods

shall be implemented in accordance with the requirements of hygienic code for central air conditioning and ventilation system in public places

4.4 evaluation conclusions and suggestions

make evaluation conclusions respectively according to the evaluation results, and put forward corresponding suggestions for the health problems found

5 regular hygienic evaluation of central air conditioning and ventilation system

5.1 evaluation objective

through the on-site investigation and detection of the operation status of central air conditioning and ventilation system, the existing hygienic problems are found and suggestions for improvement are put forward

5.2 evaluation basis

(1) Article 4.2 (1) and (3) of this specification

(2) as built drawings and relevant data of central air conditioning and ventilation system provided by operators in public places

5.3 contents and methods

regular hygienic evaluation includes the classification and safety device system operation evaluation of central air conditioning and ventilation, and the cleaning effect evaluation of central air conditioning and ventilation system

5.3.1 evaluation during operation

5.3.2 evaluation of cleaning effect

evaluation indexes and detection methods shall be implemented in accordance with the relevant requirements of the code for cleaning of central air conditioning and ventilation system in public places and the hygienic code for central air conditioning and ventilation system in public places

5.4 evaluation conclusions and suggestions

make evaluation conclusions according to the results of on-site investigation and health testing, and put forward corresponding suggestions for the found health problems

6 evaluation report

an evaluation report shall be prepared at the end of the hygienic evaluation. The evaluation report is the summary document of hygiene evaluation. It should comprehensively and truly reflect all the work of hygiene evaluation on the basis of basic situation analysis, on-site investigation, health detection and evaluation analysis. The text should be concise and accurate. The evaluation report shall include the basic information of the project, evaluation basis, evaluation contents and methods, evaluation conclusions and suggestions. 7 hygienic evaluation institutions

hygienic evaluation institutions engaged in central air conditioning and ventilation systems are generally in disease prevention and control institutions at or above the prefecture (city) level. The technical requirements of the evaluation organization shall comply with the provisions of appendix K and shall be evaluated every 4 years

the provincial disease prevention and control institutions are responsible for the technical evaluation, technical consultation and technical training of professionals of local (municipal) health evaluation institutions; The national agency for Disease Control and prevention is responsible for the technical evaluation, technical consultation and technical training of professionals of health evaluation institutions at or above the provincial level, and for the technical arbitration of health evaluation results
